You may use a paper map (altimetry, flood cotations, water speed, critical zones, projected land use, etc ...) or a 3D explicit dynamic model presenting a flood scenario ...

Pedagogy and realism example :

When studying for a quarry exploitation scheme, you may use quarry people produced technical ~artistical drawings, touched up photographies, a digital film with a nice virtual camera path, or a 3D model in wich anyone may have a peek of what he's going to see from it's own point of view (including thru his kitchen window or balcony), appreciate the noise, etc ...

VRML grants freedom and easyness for diffusion over main media (CD ROMS, Internet, etc ..)
